Commercial VSAT license allows closed-user groups to establish private communication networks using satellite technology.
Details of Service
This license enables the use of small satellite terminals to create private communication networks for companies with widespread locations, like banks, schools, and retail chains. The service provides reliable connectivity, inter alia, for corporate data transfer, financial transactions, and centralized applications.
The Commercial VSAT CUG service licensee, after obtaining ISP license, may provide Internet service to the subscribers.
Backhaul connectivity can be provided through VSATs.
User terminal stations on moving platforms are also permitted.
VSAT terminal may also be used to aggregate the traffic from M2M/ IoT devices/aggregator devices.
DoT’s VSAT regulations mandate the licensee to maintain network security and service quality, enabling continuous and secure communication for closed groups.

Who Can Apply
The applicant must be an Indian company, registered under the “Companies Act- 2013”.
The Applicant, desirous of getting an Authorization under the Unified License, may refer to the detailed guidelines of Unified License issued vide letter No. 20-577/2016-AS-I (Vol III) dated 17.01.2022
Documents Required
1. Copy of registration certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
2. Articles of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company.
3. Memorandum of Association certified by Company Secretary/Statutory Auditor and countersigned by Director duly authorized by the company
4. Equity Details certificate from the Company Secretary/Statutory Auditor countersigned by the Director duly authorized by the company.
5. Certificate from the Company Secretary/Statutory Auditor, countersigned by the Director duly authorized by the company to disclose the status of foreign holdings.
6. Networth of the company certificate from the Company Secretary/Statutory Audito,r countersigned by the Director duly authorized by the company.
7. Paid up capital certificate by the Company Secretary/Statutory Auditor, countersigned by ,the Director duly authorized by the company
8. MHA clearance (in case of foreign nationality/ CEO/CTO/CFO, Director)
9. Power of Attorney by Resolution of board of Directors

Fees and Charges
1. Processing Fee (Non-Refundable):
₹10,000 (Rupees Ten Thousand),
Payable online at the time of submitting the application.

3. Annual License Fee:
The License fee shall be 8% of the AGR, inclusive of USO Levy which is presently 5% of AGR To be paid in four quarterly instalments
4. Spectrum Charges (WPC Fees):
Spectrum related charges, including payment for allotment and use of spectrum, shall be as specified by the Department.
5. Performance Bank Guarantee (PBG):
₹10,00,000 (Rupees Ten lakh),
To be submitted prior to license signing
Shall be valid for a period of one year and to be renewed from time to time.
6. Financial Bank Guarantee (FBG):
₹6,00,000 (Rupees Six Lakh)
To be submitted prior to license signing

Application Process

RegistrationThe Applicant companies desirous of getting the Access Service Authorization under Unified License/UL-VNO Agreement may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal. Once the registration is done the applicant company needs to apply for any of the desired authorization under UL/UL-VNO regime.

Application Submission Submit the application form and required documentation to the designated DoT office.

ProcessingThe application undergoes a compliance and background check.

Approval Upon successful review, the license is issued, allowing the applicant to operate Access Services within the approved territories

No. The License does not confer any right to assignment and use of spectrum, for which a separate specific frequency assignment shall be required from the WPC Wing of DoT.
The required satellite capacity (space segment) shall be obtained by the Licensee from the Department of Space (DoS)/ NSIL or space segment provider duly authorized by DoS/ IN-SPACe on terms and conditions as applicable.

This is to inform that the acceptance of new applications under Indian Telegraph Act 1885 has been stopped for all kind of Unified Licenses, Unified Licenses (VNO), Standalone Licenses, Registrations, Permissions. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same.
All applicants who wish to i) obtain any of the above authorisations/ registrations under The Telecommunication Act, 2023, or; ii) migrate the existing licenses/ authorisation granted under Indian Telegraph Act, 1885 to the corresponding authorisations under The Telecommunication Act, 2023 may login to https://eservices.dot.gov.in/authorisation-portal from 25.06.2026 onwards.
This is to inform that the acceptance of all applications including renewals under Indian Telegraph Act 1885 has been stopped for Dealer Possession License (DPL)/ Non-Dealer Possession License (NDPL) and Manufacturing Licence & Testing License.
