The Unified Licence (UL) Services are provided by the Department of Telecommunications (DoT) to enable authorized entities to establish, maintain, and operate telecommunication networks and services in India under a unified regulatory framework. The Unified Licence regime simplifies licensing by consolidating multiple service-specific licences into a single framework with defined authorizations, thereby promoting ease of doing business, transparency, and efficient spectrum utilization.

Details of Service

The scope of Unified Licence services is operationalized through the Telecom e-Services Portal, enabling end-to-end digital processing. Broad Scope -

The Unified Licence covers the grant, operation, modification, and compliance of telecom licences across various service domains, including:

  1. Access Services
  2. Internet Services
  3. National Long Distance (NLD)
  4. International Long Distance (ILD)
  5. Global Mobile Personal Communication by Satellite (GMPCS)
  6. Public Mobile Radio Trunking Service (PMRTS)
  7. Very Small Aperture Terminal (VSAT) Services
  8. Resale of IPLC Services
  9. Machine-to-Machine (M2M) Services

Who Can Apply

1.    Indian company incorporated under Companies Act.
2.    Must meet minimum paid-up equity & net worth
3.    FDI must comply with Indian laws & policies.
4.    No prohibited investors (direct or indirect).
5.    Must clear all past dues if earlier licence was terminated/surrendered/expired.
6.    Must comply with beneficial ownership rules.
7.    For M2M services, even LLPs, firms, societies, trusts, and Govt bodies can apply.

1. Certificate of Incorporation of the Indian company.
2. Board Resolution authorising filing of the application.
3. Details of Shareholding & Beneficial Ownership.
4. Net Worth & Paid-up Equity Certificates from a CA, matching financial requirements.
5. FDI-related declarations and details of foreign investors (if applicable).
6. Undertaking on Prohibited Investors confirming no direct/indirect investment from restricted entities.
7. Past Dues Clearance Certificate if previously holding any telecom licence.
8. Security compliance undertakings, including readiness for lawful interception.
9. Technical/Service Plan describing proposed unified services.
