This is a licensing process for migration to the Unified License (UL) or Virtual Network Operator (VNO) model, providing flexibility in operations under a single license.

Details of Service

Applicant can apply for Unified License along with authorization for any one or more services listed below:

  1. Unified License (All Services)
  2. Access Service (Service Area-wise) as per details at Annexure- IV
  3. Internet Service (Category-A with All India jurisdiction)
  4. Internet Service (Category-B with jurisdiction in a Service Area) as per details at Annexure- IV
  5. Internet Service (Category-C with jurisdiction in a Secondary Switching Area) as per details at Annexure-III
  6. National Long Distance (NLD) Service
  7. International Long Distance (ILD) Service
  8. Global Mobile Personal Communication by Satellite (GMPCS) Service
  9. Public Mobile Radio Trunking Service (PMRTS)Service
  10. Very Small Aperture Terminal (VSAT) Closed User Group (CUG) Service
  11. Audio Conferencing/ Audiotex/ Voice Mail Services
  12. Machine to Machine (M2M) (Category-A with All India jurisdiction)
  13. Machine to Machine (M2M) (Category-B with jurisdiction in a Service Area)
  14. Machine to Machine (M2M) (Category C with jurisdiction in a SSA/ District)

Who Can Apply

It would be open for existing licensees of any telecom service to migrate to Unified license well before the due date of the expiry of existing license. However, it would be mandatory for an existing licensee to apply for Unified License Regime under the condition that - All the Telecom Service Providers who wish to expand the scope of their License / Service to include any additional service(s) or any licensed area / Service Area(s), shall have to apply for Unified License Regime for that authorization. Further, on expiry of any of their current license(s), the Telecom Service Providers shall have to migrate its relevant license(s) to Unified License with relevant authorization at the time of renewal/ extension of license and obtain spectrum separately, which is delinked from Unified License, if required..

Fees and Charges

 The details of Processing Fee, Entry fee, PBG and FBG for Access Service(Telecom Circle/ Metro Area)  Authorization is readily available at Annexure-II of UL and UL-VNO License Agreement. UL and UL-VNO License agreement are available for ready reference at S.no. 197 and 198 of URL: https://dot.gov.in/unified-licencing. Amendments in Annexure-II of UL agreement is available at Sr No 178,179,180 and 181 of URL: https://dot.gov.in/unified-licencing.

Application Process

Registration The Applicant companies desirous of migration to the Unified License (UL) or Virtual Network Operator (VNO) model may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal. Once the registration is done the applicant company needs to apply for migration to any of the desired authorization under UL/UL-VNO regime.
