The Infrastructure Providers Category-I are those Infrastructure Providers who provide assets such as Dark Fibre, Right of Way, Duct space and Tower and Poles. This was opened to private sector with effect from 13.08.2000. There is no restriction on foreign equity and number of entrants. Infrastructure Providers Category I (IP-I) can establish and maintain the assets such as Dark Fibres, Right of Way, Duct Space and Tower and Poles for the purpose to grant on lease/rent/sale basis to the licensees of Telecom Services licensed under Section 4 of Indian Telegraph Act, 1885 on mutually agreed terms and conditions. In no case the company shall work and operate or provide telegraph service including end to end bandwidth as defined in Indian Telegraph Act, 1885 either to any service provider or any other customer. Here’s details of IP-I Registration:

  1. Infrastructure Provided: IP-I services include the provision of assets such as dark fibres, Right of Way (ROW), duct space, towers and poles which are passive telecommunications infrastructure.
  2. Target Users: The IP-I registered entities provide their services to telecom service providers, who can then use the assets of IP-I registered entities to provide reliable and high-capacity telecommunication networks to its customers.
  3. Service Model: IP-I registered companies can lease, rent, or sell their infrastructure to telecom licensees on mutually agreed terms, ensuring a non-discriminatory approach to service provision.
  4. Non-Exclusive Registration: The registration for IP-I is on a non-exclusive basis, meaning there are no restrictions on the number of entrants, promoting competition and availability of services in the market.

Who Can Apply

Indian Companies: Only Indian companies registered under the Companies Act, 1956/2013 are eligible to apply for IP-I registration.

  • Foreign Investment: There are no restrictions on the level of foreign equity in the applicant company, allowing for up to 100% Foreign Direct Investment (FDI) under the automatic route.
  • Compliance with Regulations: The applicant must comply with the guidelines of IP-I registration issued vide letter No. 10-12/2012-CS-III dated 22.12.2021 and amendments issued from time to time.

Fees and Charges

  • The application shall be submitted online on Saral Sanchar portal ( https://saralsanchar.gov.in/) or National Single Window System (NSWS) Portal (https://www.nsws.gov.in/).
  • The one time registration fee for the application is Rs. 5,000/- (non-refundable), which is also payable online.

Application Process

Registration Applicant companies seeking registration under the IP-I Registration Agreement are required to submit their application online through the SARAL SANCHAR portal (Simplified Application for Registration and Licenses) at: https://saralsanchar.gov.in or National Single Window System (NSWS) Portal (https://www.nsws.gov.in/). To begin, companies must complete a one-time registration on the portal. After successful registration, the applicant company can proceed to apply for IP-I registration.

Processing After submitting above form, application will be for available for scrutiny.
