The Infrastructure Provider Authorisation provides authorisation to establish, operate, maintain or expand passive telecommunication infrastructure or Right of Way.
Details of Service
(1) Infrastructure provider authorisation consists of authorisation to establish, operate, maintain or expand passive telecommunication infrastructure, right of way or in-building solution infrastructure.
(2) Every new authorised entity shall establish, operate, maintain or expand only such telecommunication network which are authorised under the scope of its authorisation, and not any other telecommunication network which requires a separate authorisation from the Central Government.
Who Can Apply
Applicant must be a Company with skilled management and a responsible track record in the telecommunication sector.
FDI compliance must be ensured as per the Government of India’s FDI policy and applicable law.
No pending dues should be outstanding against the applicant.
No overlapping Licence/Authorisation should be held covering the entire scope and network area of the proposed authorisation.
Application must be submitted through the designated Portal, except MNP, which follows the Central Government bidding process.
Prescribed processing fee and Auditor’s Certificate confirming eligibility under Rule 5 must accompany the application.
Where applicable, the applicant must fulfil LoI requirements, including entry fee, unconditional and irrevocable guarantee, and undertaking for relinquishment of overlapping licence/authorisation.

Certificate of Incorporation / Company registration details
Details of Foreign Direct Investment (FDI), if applicable, demonstrating conformity with Government of India FDI policy and applicable law.
Auditor’s Certificate certifying fulfilment of the eligibility criteria under Rule 5.
Declaration/undertaking regarding pending dues, including compliance with judicial orders and undertaking for payment, wherever applicable.
Details/declaration of existing licences or authorisations, particularly for identification and relinquishment of any overlapping licence/authorisation.
Non-refundable Processing Fee payment proof, as specified in Schedule A.
Unconditional and irrevocable undertaking for relinquishment of overlapping licence/authorisation, wherever applicable, as specified through the Portal/LoI.
Unconditional and irrevocable Guarantee, wherever required under the Letter of Intent and Schedule A.

Application Process
1
Submit Application• Submit the application on the portal, in the form and manner specified therein.
• Furnish the documents specified on the portal.

Submit Fee & Auditor Certificate• The application shall be accompanied by the non-refundable processing fee specified in Schedule A.
• Submit the auditor’s certificate certifying that the applicant meets the eligibility criteria under Rule 5.
• For Infrastructure Provider Authorisation, the processing fee is Nil.

Examination by Central Government• The Central Government may make such inquiry as it deems fit regarding the eligibility of the applicant.
• The applicant may be required to furnish such information as may be called for.
• If satisfied regarding eligibility, the Central Government may issue a Letter of Intent (LoI) through the portal.

Fulfilment of LoI Requirements• Fulfil the requirements specified in the LoI, where issued.
• This may include submission of the unconditional and irrevocable guarantee specified in Schedule A.

Grant of Authorisation• On being satisfied that the requirements specified in the LoI have been fulfilled, the Central Government may grant the authorisation through the portal.
• The authorisation shall specify the scope, network area, duration and effective date.
• For Infrastructure Provider Authorisation, the Central Government may grant the authorisation without prior issuance of a Letter of Intent.
This is to inform that the acceptance of new applications under Indian Telegraph Act 1885 has been stopped for all kind of Unified Licenses, Unified Licenses (VNO), Standalone Licenses, Registrations, Permissions. Accordingly, the Saral Sanchar Portal and National Single Window System (NSWS) will not accept any new applications for the same.
All applicants who wish to i) obtain any of the above authorisations/ registrations under The Telecommunication Act, 2023, or; ii) migrate the existing licenses/ authorisation granted under Indian Telegraph Act, 1885 to the corresponding authorisations under The Telecommunication Act, 2023 may login to https://eservices.dot.gov.in/authorisation-portal from 25.06.2026 onwards.
All applicants intending to obtain Radio Equipment Possession Authorisation under the provisions of the Telecommunication Act, 2023 may apply online through the Authorisation Portal by logging in to https://eservices.dot.gov.in/authorisation-portal with effect from 06.08.2026.
