Test reports from TEC designated labs or ILAC signatories are acceptable under MTCTE for 5G Core. In case of unavailability of above mentioned test reports, the applicant may submit in-house test reports along with self-declaration of conformity for parameters of ER and Provisional Certificate with validity of 2 years will be issued.

The test reports issued by TEC Designated Labs for the applicable technical parameters of communication module of Smart Electricity Meters, can be used by that OEM for certification of its other models of Smart Electricity Meter using the same communication module. In such cases, the lab shall also mention the module code/identifier of the communication module on the issued test report of technical parameter along with Model no. of tested Electricity meter and name of applicant/OEM. The module code/identifier of the communication module may be verified by lab as per submitted sample by OEM and the same needs to be mentioned in BOM file of that model also.

While filling out the application form for obtaining ISP Authorization, following documents to be kept handy and key things to remember include the following:

Registered office Address in the application form should be same as mentioned in Certificate of Incorporation.

If Registered office has been changed, then a certified copy of Form INC-22 / Form 18 with GAR & Challan copy (to be certified from Company Secretary/ Statutory Auditor) is to be submitted.

Board resolution regarding appointment of statutory auditor/company secretary along with specimen signature of CA/CS.

  1. Board resolution on company letter head is to be submitted for appointment of statutory auditor/company secretary along with specimen signature of CA/CS. To be signed by authorised signatory.

The Board resolution should be post the date of Certificate of Incorporation. 

The Board resolution should clearly specify the duration of appointment of CA/CS i.e. the CA/CS should be authorised to issue certificates on behalf of the company on the date of issue of aforesaid certificates.

Original Power of Attorney by resolution of board of Directors that the person signing the application is authorized signatory on stamp paper

  1. The Power of Attorney in favour of authorized signatory on a non-judicial stamp paper of Rs.100/-. To be given through Board Resolution. To be signed by a person other than in whose favour it is being given. It should bear the seal of the company. It should be notarized. It should have specimen signature of Authorized signatory.

     

  2. A separate Board Resolution on company letterhead duly signed by board of Directors is also to be submitted.

The name given in PoA should be same as mentioned at S.no. 4 of the application.

  1. In case of foreign equity, details of promoters/ investors at all levels tracking back up to the Ultimate Beneficiary Ownership along with place of incorporation, citizenship & percentage of ownership/sharing at all levels.

     

  2. A self-declaration in the form of undertaking that the applicant is complaint with Press note 3 dated 17.04.20 and will intimate in case there is a change to the said undertaking in terms of Para 3.1.1(b) Press note 3 dated 17.04.20.

A block diagram of shareholding pattern may also be provided for ready reference.

The certificates to be issued by authorised signatory and countersigned by CA/CS.

Post submission of the application along with supporting documents, the complete application is scrutinized and after approval, the Letter of Intent (LoI) is issued to the applicant. The LoI contains various details like service area authorization, details of Entry fee (non-refundable), Performance Bank Guarantee (PBG) and Financial Bank Guarantee (FBG) to be paid, previous authorisations, if any and effective date of license agreement, among others.

The License/Authorization for Internet Service (Unified License (UL) and UL-Virtual Network Operator (VNO)) are granted for three different Categories namely Category ‘A’, Category ‘B’ and Category ‘C’. The Service Area for Category ‘A’ authorization shall be the National Area. The Service Area for Category ‘B’ authorization shall be the Telecom Circle/Metro area as defined in Annexure-V of UL Agreement and Annexure-IV of UL-VNO Agreement. The Service Area for Category ‘C’ authorization shall be the Secondary Switching Area (SSA) as defined in Annexure-VII of UL Agreement and Annexure-VI of UL-VNO Agreement. 

ISP Category A License is meant for ISPs that want to provide internet service all over the country. ISP Category B License is meant for ISPs that want to provide internet services in one of 22 licensed service area (LSAs) in more than 4 secondary switching areas (SSAs). Whereas ISP Category C License is meant for ISPs that seek to provide internet service in any Secondary Switching Area (SSA).

The Applicant companies desirous of getting the ISP Authorization under Unified License/UL-VNO may submit the application on portal i.e. https://saralsanchar.gov.in. The Applicant companies are required to do a one-time registration on the portal.

A company registered under Companies Act 2013 can apply for ISP license.

Compensation charges for usages of street furniture for \r\n installation of telegraph line is Rs100/annum/street furniture

No charges for installation of small cell and telegraph line \r\n on the immovable property under control or management of \r\n appropriate central authority only a copy of certification by a \r\n structural engineer authorised by appropriate authority, attesting \r\n to the structural safety of the street furniture where installation of \r\n small cells and telegraph line is proposed to be deployed, to the \r\n appropriate authority for permission to use street furniture for \r\n installation of small cells and telegraph line.
