Call Before u Dig (CBuD) is an innovative initiative, developed by Department of Telecommunications (DoT) with help of BISAG-N. CBuD launched by Hon'ble Prime Minister on 22nd March 2023. CBuD application is available for both android and iOS user and can be downloaded from play store. CBud Web portal (cbud.gov.in) is also available for better monitoring of usages and bulk user creation. This innovative solution aims to minimize and mitigate the significant losses incurred due to unmonitored digging activities across the country. By fostering collaboration and streamlining communication, CBuD ensures safer, more efficient excavation processes while protecting critical infrastructure and reducing disruptions nationwide.

Details of Service

Objective of Call Before u Dig (CBuD) is an innovative initiative by the Government of India, available in the form of a mobile app as well as an online portal, to bring excavators and asset owners in one platform to underwrite and mitigate the losses due to unmonitored digging activities across the country.  

CBuD Mobile App – Key features

  1. Excavation Plan Submission & Utility Contact Lookup
    1. Excavators can submit excavation/digging plans via the app.
    2. Interactive mapping tool to define dig site location with precision.
    3. Automated lookup of underground utility asset owners based on the dig site location.
    4. Instant access to utility owners' contact details for coordination.
  2. Notifications and Alerts
    1. Real-time alerts via SMS, email, and in-app notifications for both excavators and utility owners.
    2. Automatic alerts sent to relevant utility owners when an excavation request is submitted.
  3. Communication Features
    1. Utility owners receive details of the excavation including digging enquiry type (Emergency-within 48hrs, Normal-within 7 days), location, Start date, end date, purpose of excavation etc.
    2. Excavators can view and contact utility owners directly through the app. With click to call feature.
    3. Status tracking to confirm acknowledgment status by utility owners
    4. Click-to-call feature support to excavator for directly contact utility owners for further coordination.
  4. User Update Scenario - User Can Change Following details from Profile Update Option-
    • Mobile Number
    • Email ID
    • Name
    • Designation

For Change Of Jurisdiction like (State, District, Tehsil, Department, Agency) Parent Level user can perform Creation or Deletion Operation with Same Mobile Number.

This Feature now available as User with Multiple Roles and Jurisdictions.

Who Can Apply

Excavators:

  • Definition: Excavators are the professional digging agencies or contractors responsible for executing excavation activities for construction and infrastructure projects.

  • Role: They undertake ground-breaking work that requires careful coordination to avoid damaging underground assets such as cables, pipelines, and other utilities.

Asset Owners:

  1. Entities or organizations that own and manage underground utility assets-

    1. National Utility Agency Asset Owners: National-level agencies and TSPs that manage critical underground infrastructure across multiple states.

      Central Admin → State Admin → District Admin → Sub-District Admin (Tehshil)

    2. State Utility Department/Agencies Asset Owners: Local government bodies/state department and agencies responsible for utility management.

      State Admin → State Department Admin → State Agency Admin → State District Admin → State Sub-District Admin

  2. Roles of Asset Owners in CBuD: State & Central -

    1. Central Asset Owner - National-level agencies or TSPs that manage critical underground infrastructure across multiple states.

      Key Responsibilities:

      1. Oversee policy implementation and coordination on a nationwide scale.

      2. Monitor excavation requests that may impact centrally-managed utilities.

      3. Provide strategic guidance and ensure standardized procedures across regions.

    2. State Asset Owners: Regional or local government bodies responsible for utility management within a specific state.

      Key Responsibilities:

      1. Verify and coordinate excavation requests within their jurisdiction.

      2. Address localized issues to ensure that digging activities do not disrupt state-managed utilities.

      3. Work closely with local contractors and central agencies to implement best practices in asset protection.

Application Process

Excavator Registration Process: 1. Access or Register the CBuD platform by downloading the mobile app or visiting the web portal for monitoring. 2. Provide necessary details including Company name, mobile number, State, District and email address. 3. Complete OTP verification to confirm the registration. 4. Once registered, excavator can login with credentials.

How excavator can login: 1. Using credentials: a. Enter your registered mobile number. b. Enter your password (created during registration). 2. OTP Verification: a. Enter your registered mobile number you’ll receive an OTP on your registered mobile number. b. Enter the OTP to verify your identity. 3. Access Dashboard: Once verified, you’ll be directed to the app’s dashboard, where you can submit excavation requests and coordinate with asset owners. 4. Excavator Dashboard: a. New Enquiry b. Draft Enquiries c. Enquiry Status 5. How to raise the New Enquiry: The new enquiry feature allows excavators to initiate a request for new excavation work. It helps in communicating planned digging activities and obtaining necessary clearances from utility asset owners.

Steps to Generate a New Enquiry: 1. Log In-Sign in to your excavator account on the CBuD dashboard. 2. Access the New Enquiry Section: Click on the “New Enquiry” button available on the dashboard. 3. Fill in the Required Fields – a. Location Details: Use the interactive map to mark the precise excavation area. b. Project Details: Enter information such as the purpose of the dig, type of excavation (e.g., emergency or normal), and schedule (start and end dates). c. Additional Information: Include any extra details or notes that may help in coordination. d. Submit the Enquiry: Review the information and click “Submit” to register the enquiry. e. Confirmation and Tracking: You will receive a confirmation message, and you can track the status of your enquiry through the “Enquiry Status” section Excavators Can Connect with Asset Owners -Click on Asset Owner Details - Excavators need not spend time in finding contact details of different utility providers. CBuD will provide all such details in one go. List of Asset Owners and Acknowledgment Status will be shown.

Asset Owner User Creation in CBuD- 1. Asset owners cannot register themselves directly through the CBUD mobile or web application. Instead, only higher-level users have the authority to create and register asset owners within the system. 2. Each level has control over the levels below them, ensuring proper user management.

Central Asset Owner – User Creation & Management Hierarchy 1. Higher-level users have the authority to enable or disable lower-level users within their respective roles. 2. If a new user role (e.g., Central Sub-District Admin) needs to be created, the request should first go to the immediate upper-level user (e.g., Central District Agency Admin). 3. If the immediate upper-level user cannot process the request, it should be escalated to the next higher level, such as Central State Agency Admin, Central National Agency Admin, or Central NBM Admin. Example Flow for User Creation/Disabling: • Central Sub-District Admin creation request → First goes to Central District Agency Admin • If Central District Admin cannot process it → Escalate to Central State Agency Admin • If still unresolved → Escalate to Central National Agency Admin/ Central NBM Admin • This structure ensures that lower-level users cannot directly modify roles and must follow the chain of command for any changes.

Notification sent to Asset Owners- 1. Asset owners will get notification via SMS, email and in-app notification after submission of the enquiry by Excavator. 2. Asset owner can view complete excavation plan submitted by excavator in App login and can acknowledge the enquiry as Asset available / Asset Not Available. Asset owner to respond with acknowledgement to excavator by – a) Clicking Green Button, if Asset available at excavation location/route. b) Clicking Red Button, if asset not available.

Process to Acknowledge an Enquiry Upon receiving these notifications, asset owners can take the following actions: 1) Log In to the CBuD App: a) Open the app on your device. b) Enter your credentials to access your account. 2) Navigate to the 'Ongoing Enquiry' Section: a) Locate and tap on the "Ongoing Enquiry" option from the main menu or dashboard. 3) Select the Relevant Enquiry: a) Browse through the list of active enquiries. b) Tap on the specific enquiry you wish to acknowledge or unacknowledged. 4) Acknowledge or Unacknowledged the Enquiry: a) Within the enquiry details, you will find options to "Acknowledge" or "Unacknowledged." b) Tap "Acknowledge" to confirm your receipt and review of the enquiry. c) Tap "Unacknowledged" if you need to indicate that you have not reviewed the enquiry or require further information. 5) Confirm Your Action: a) A prompt may appear asking you to confirm your choice. b) Confirm your action to update the status of the enquiry. c) Asset owner can also contact the excavator by clicking on call excavator icon

CBuD android Mobile app can be downloaded from google play store or can be viewed directly on web browser by visiting

You can register by entering Name, Mobile Number and Email ID under “Signup/Register '' option and create your account.

No, only one time registration is required. You can add new enquiries as and when you have to enquire before start of digging.

You can change your password by selecting the “Forget Password” option. You will receive an OTP for login and changing the password.

Password can not be recovered. It needs to be changed in case it is lost, you can generate new password by following steps mentioned in (How can I change my password for login?)

Yes, mobile will be the username for login.

First, digging agency has to sign up/register and then new request has to be created under the “New request” option

Digging agencies can create two types of requests: Emergency and Normal.

Digging agencies can contact the asset owner using the contact number or “Call to Call” option.

It can be seen under the “Enquiry Status” option.
