The Numbering Resource Management System (NRMS) facilitates the allocation of numbering resources like MSC, M2M, Fixed line, LRN, MCC-MNC, Tele Marketing, SCP codes to the Licensees and efficient monitoring & management of the same.

Details of Service

The Numbering Resource Management System (NRMS) is designed to efficiently manage the allocation of numbering resources, while also simplifying business processes and reducing the compliance burden.

NRMS maintains a centralized reference database for various numbering resources, including MSC, M2M, fixed-line, LRN, MCC-MNC, telemarketing, and SCP codes. The system provides an online application portal through which licensees can apply for the allocation of numbering resources for their networks. These applications are automatically routed to the relevant LSA or DoT HQ for processing.

The NRMS also features an automated workflow for verification by LSAs, who can generate and submit certificates online to facilitate request processing by DoT HQ. The DoT HQ is responsible for the final allocation of numbering resources. Licensees can also submit periodic reports on the utilization of these resources through the portal. Additionally, the system allows for the withdrawal or surrender of non-utilized or underutilized numbering resources.

  1. Telecom Service Providers: All telecom operators can provide services using the allocated numbering resources, including mobile, landline, and data services. These providers manage the numbering resources at the operational level, implementing the guidelines set by the DoT.

Copy of the Telecom License: A valid telecom license issued by the Department of Telecommunications (DoT), such as the Access Service License or Internet Service Provider (ISP) license, to prove that the applicant is authorized to provide telecom servi
License Agreement: A copy of the agreement with DoT that grants the applicant permission to operate telecom services.
Certificate of Incorporation: Proof that the company is a registered entity (e.g., certificate of incorporation from the Registrar of Companies).
Company Profile: Basic details about the company, such as business structure, services provided, and contact information.
Completed NRMS Application Form: A formal application submitted via the NRMS portal, including details of the requested numbering resources (e.g., MSC codes, M2M codes, LRN, etc.), and the intended use of these resources.
Network Infrastructure Details: Information about the applicant's network setup, including infrastructure, technology used, and areas of service coverage.
Technical Plans: If applicable, a technical plan outlining how the requested numbering resources will be utilized within the applicant's network.

Regulatory Compliances: Any required approvals or certifications based on sector-specific requirements (e.g., for telemarketing or M2M services).
Certificate of Registration (if applicable): If the applicant is a company providing specific services like M2M, a registration certificate for the M2M service provider may be required.
Partnership Documents: If the applicant is collaborating with other service providers or telecom operators, relevant partnership agreements or contracts may be needed.

Application Process

Registration Licensees desirous of getting the telecom identifiers may submit the application online on SARAL (Simplified Application for Registration and Licenses) SANCHAR portal i.e. https://saralsanchar.gov.in. The Licensees are required to do a one-time registration on the portal. Once the registration is done the Licensees needs to apply for telecom identifiers as per the orders issued by DoT.
