The Centralized Right of Way (RoW) Permissions system offers a comprehensive suite of services designed to streamline the RoW application process and ensure efficient implementation of digital infrastructure across India. Key features and services include:

Unified Application Platform: Applicants can submit RoW permission requests for any state in India through a single interface, simplifying the process and eliminating the need to interact with multiple authorities.

Centralized Application Tracking: Users can track the status of their applications in real-time, ensuring transparency and providing visibility into the progress of the approval process.

Application Process

Register/Login as Applicant Begin by registering or logging into the centralized Right of Way system using your credentials to access the application portal.

Select State Choose the state where you are applying for the Right of Way permission.

Create New Request Initiate a new Right of Way request by selecting the appropriate option to begin the application process.

Fill and Submit Form & Pay Admin Fees Complete the required application form with the necessary details and submit the form. Ensure that you pay the applicable administrative fees for processing.

After Approval/Pay Reaming Dues Once your application is approved, proceed with the payment for the remaining dues to move forward.

Download e-Signed Approval Letter After completing the payment process, download the electronically signed approval letter as confirmation of your approved Right of Way application.

Definitions:
  1. Act- means the Telecommunications Act, 2023 (44 of 2023);
  2. Common Ducts or Conduits or Cable Corridors- shall, either individually or collectively, mean any linear infrastructure of any size for housing utility lines including telecommunication lines;
  3. Designated Officer- means an officer designated by the Central Government for the purposes of these rules;
  4. Duct- means a pipe, permanently lubricated or of any other kind, used as underground cable conduit for telecommunication line;
  5. Force majeure event - means and is limited to-
    1. war or hostilities;
    2. major riots or civil commotion;
    3. earthquake, flood, tempest, lightening or other natural physical disasters; and
    4. restrictions imposed by the Central Government or State Governments;
  6. Mobile Tower- means any above-ground contrivance, including that which may be dismantled and reassembled at another location, used for carrying, suspending or supporting a telecommunication network, but does not include a pole;
  7. Nodal Officer- means the nodal officer of the concerned public entity as specified in rule 4 for carrying out the purposes of these rules on behalf of such public entity;
  8. Overground Telecommunication Network- means parts of a telecommunication network or telecommunication equipment established over the ground and includes telecommunication infrastructure that is portable, posts, pole, mobile tower, telecommunication line or other aboveground contrivances, appliances and apparatuses for the purpose of establishment or maintenance of the telecommunication network;
  9. Pole- means any above-ground contrivance including mast of height not exceeding thirteen metres for carrying, suspending or supporting a telecommunication network, but does not include a mobile tower;
  10. Portal- means the portal to be notified by the Central Government containing the links to one or more digital portals of various public entities;
  11. Schedule- means the schedule annexed to these rules;
  12. Small Cell- means a cellular radio access node that has a coverage of distance up to two kilometres;
  13. Street Furniture- means any post or pole used for electricity, street light, traffic light, traffic sign, bus stop, tram stop, taxi stand, public lavatory, memorial, public sculpture, utility pole, metro lines and pillars, sign boards, hoardings, kiosks or any other structure or contrivance of such nature established over the property of public entity;
  14. Telecommunication Line- means a wire or wires or optical fibre used for telecommunication with any casing, coating, tube or pipe enclosing the same, and any appliances and apparatuses connected therewith for the purpose of fixing or insulating the same
  15. Underground Telecommunication Network- means parts of a telecommunication network or telecommunication equipment established under the ground and includes ducts, manholes, marker stones, hand holes, submarine cables, telecommunication line, appliances and apparatuses for the purposes of establishment or maintenance of the telecommunication network.

To assist users, it has a dedicated 8x6 (Monday to Saturday) customer services call centre (from 10 AM – 6 PM), which supports ROW applicants and other stakeholders through a number (0755-2700802) and email (support@sugamsanchar.gov.in)

Permission letter will be provided by respective Department as per the ownership of street furniture.

5G Small Cells operate on higher frequency spectrum bands in the \\r\\n Range of FR1 band (sub 6 GHz) and FR2 band (mm Wave) that necessitate \\r\\n denser network deployments to support larger traffic volumes per unit area. \\r\\n The number of 5G small cells will therefore be huge in number as compared to the previous generation of 4G base station towers.

The emphasis of Aerial Cable deployment in access Network is \r\n required in 5G . Pulling underground fibre to every cell site is practically \r\n not feasible due to cost, time, and logistical challenges. Aerial cable is \r\n typically, faster, and less expensive to deploy than digging, Environment \r\n challenges like lack of an underground telecom duct network.

In GatiShati Sanchar Portal service provider can avail the features of GIS mapping of existing mapped Street Furniture or he can upload the database on GIS map for planning.

5G small cells have limited coverage of tens/hundreds of meters and \r\n are mostly marked by short ranges and may however vary significantly \r\n depending on their use cases. Considering the need for densification of the \r\n network, these small cells will be deployed on various types of streets \r\n furniture such as poles, streetlights, traffic lights, bus stop shelter, \r\n advertisement hoardings, billboards, etc

- Compensation charges for usages of street furniture for installation of small cell is Rs 300 /annum for urban & Rs 150/annum for rural

Pole” means any above-ground contrivance of height not exceeding \r\n eight meters for carrying, suspending, or supporting a telegraph and does not \r\n include mobile tower.

“Small Cell” means a low powered cellular radio access node that has a \r\n coverage of distance from ten meters to two kilometres.”.
