The Department of Telecommunications (DoT) has introduced the Authorisation Rules 2026 under the Telecommunications Act, 2023 to replace the earlier licensing rules and process and establish a simplified, uniform and future-ready framework for telecom operations in India called “Authorisation Rules”.

 

As part of this reform, the Principal Telecommunication Services Authorisation establishes a unified, transparent, and technology-neutral regulatory regime for eligible entities to provide telecommunication services across the country.

 

The framework replaces the legacy licensing approach with an authorisation-based system designed to promote ease of doing business, encourage investment, support innovation, and strengthen digital connectivity. It enables authorised entities to provide telecommunication services under clearly defined service categories while ensuring compliance with national security, consumer protection, and regulatory requirements.

 

The Principal Telecommunication Services Authorisation covers the following service categories:

  • Unified Service Authorisation – enabling provision of multiple telecommunication services under a single authorisation framework.
  • Access Service Authorisation – facilitating wireline and wireless access services for end users.
  • Internet Service Authorisation – enabling provision of internet access services across designated service areas.
  • Long Distance Service Authorisation – supporting national and international telecommunication connectivity and carriage services.
  • Wireline Service Authorisation – Every virtual network operator that holds a wireline access service authorisation shall provide only such principal telecommunication services which are authorised under the scope of its authorisation, and not any other principal telecommunication service which requires a separate authorisation from the Central Government.

 

Through this framework, DoT aims to foster a robust, secure, and future-ready telecommunications ecosystem that supports Digital India, enhances connectivity, drives economic growth, and ensures inclusive access to communication services for citizens and enterprises across the nation.
